Will this new client profile only allow our clients to see apps or automations associated with their campaigns?

If possible, would like permissions to allow 'Clients' the ability to create their own Campaigns for their permitted Locations. Currently, 'Sub Users' can only modify existing Campaigns not create new ones. Thank you.
